Walter Tarr

President and Founder

A graduate The University of Texas Austin in Civil/Architectural Engineering, Mr. Tarr has helped lead Planning, Design, Construction and Owner teams in start-up, delivery, and oversight of major capital projects for over 25 years ranging upwards of $10 billion in value. His technical expertise includes controls establishment, integration into existing client systems, maintenance of the systems, and training of client staff. He and his firm TWG specialize in developing and managing program and project level controls; including scheduling, cost reporting, project and program management systems, logistic plans/sequencing, preconstruction services, contracts and negotiations. Walter frequently consults on agency and company-wide systems development, funding management and integration.

David Hawkins, PMP, AVS, CCDT, CCCA

Principal, Project Manager

A graduate of The University of Washington (UW) in Building Construction (B.S.) and the UW's Foster School of Business (MBA), Mr. Hawkins combines his technical expertise with business savvy to guide project teams toward success. Mr. Hawkins has applied his skills as an adept communicator and problem-solver over his 25+ year career, on both the Contractor and Owner sides of major capital construction projects and programs in the Pacific Northwest. His technical expertise includes contracts, value engineering, risk management, scheduling and change management. Mr. Hawkins is a Sr. Principal for the Tarr Whitman Group, providing project controls expertise to owners in the Pacific Northwest and California.

With over 100+ years of collective experience, our team of project delivery professionals offer a unique blend of expertise in program and project management, specializing in scheduling, cost controls, risk management, document controls, estimating, change management, claims avoidance, and claims analysis. With experience working for both Contractors and Owners, on large and small, traditional and alternative delivery projects, our team has the combination of talents, tools, and experience to fully supports our clients' needs.
